It isn't that he's joking. Everyone loves a laugh. Some jokes are just in poorer taste than others. He's shown no remorse regarding some of his worst mess-ups. These mess-ups have cost lives, put people in unnecessary danger, and, in the case of New Orleans, most of the affected families are still trying to put their lives together. All three did vote for the Reauthorization of The Patriot Act. Obama wasn't in office yet when the first bill passed, but the other two Clinton and McCain did vote for it. None of them voted on H.R. 1955 because that's a House Bill. It was voted on in Congress. The Senate Bill (they are all Senators) is S. 1959, and has not been voted on yet in the Senate. That is why there is no impeachment proceedings or nothing because than lots of democrats including Hillary and Kerry, etc were in it. That means we are screwed either way.
