Richard Heinberg is the author of eight books including The Party’s Over: Oil, War and the Fate of Industrial Societies (New Society, 2003, 2005), Powerdown: Options and Actions for a Post-Carbon World (New Society, 2004), The Oil Depletion Protocol (New Society, 2006), and Peak Everything (New Society, 2007). He is a Senior Fellow of Post Carbon Institute and is widely regarded as one of the world’s foremost Peak Oil educators.

The Oil Depletion Protocol: A Plan for a Sensible Energy Future

The Oil Depletion Protocol is an international agreement that will enable nations of the world to cooperatively reduce their dependence on oil. It was proposed by Dr. Colin Campbell, a prominent petroleum geologist and founder of the Association for the Study of Peak Oil and Gas (ASPO), in 1996.

By agreeing to reduce oil imports and exports by a specified amount each year, about 2.6 percent, signatory nations will help mitigate the negative consequences of an over-reliance on cheap oil and help prepare for a global decline in the world’s oil supply. The premise of the Protocol is inherently straightforward: oil importing nations would agree to reduce their imports by an agreed-upon yearly percentage, referred to as the World Oil Depletion Rate, while oil producing nations would agree to reduce their rate of production by their National Depletion Rate. This simple and sensible formula will produce, in effect, a global rationing system. If the entire world adopted the Protocol, global consumption of oil would decline by almost 3 percent per annum, thus stabilizing prices, preserving the resource base, and reducing competition for remaining supplies.

In 2005, peak oil author and college professor Richard Heinberg read Dr. Colin Campbell’s proposal and immediately realized the Protocol’s potential. Richard began working on the book, The Oil Depletion Protocol: A Plan to Avert Oil Wars, Terrorism, and Economic Collapse, which highlights the need for the implementation of the Oil Depletion Protocol and suggests ways in which the Protocol can be adopted. Written for policy makers and the general public, the book is an informative and easy-to-understand must-read. Dr. Campbell’s idea and Richard’s book are the backbone of the Oil Depletion Protocol Project – the implementation of the idea and the book.

The Oil Depletion Protocol Project is an initiative undertaken by Post Carbon Institute, in association with Richard Heinberg, to lay the groundwork for and facilitate the successful adoption and implementation of the Protocol. This will be achieved by:

* creating outreach and educational tools and resources that foster a reduction in oil consumption
* urging nations and policy-makers to adopt the Oil Depletion Protocol
* publicizing the importance and necessity of the Oil Depletion Protocol through educational literature (Richard Heinberg’s book, this website, a booklet, and a DVD)
* fostering the sharing of information and strategies
* researching best practices of existing international agreements

Energy crises are not new; every time a species runs out of an energy source, populations decline to sustainable levels. With booming population growth and dwindling supply of the most powerful energy supply in the history of mankind, our time has come.

That sinking feeling that so many of us live with (even through the holidays) might be simply a deeper understanding that what we see around us -- this fairytale culture of consumption you and I have created -- is a system that is burning up all we have left.

Alternative fuels and new technology can keep up some of our lifestyle, but all combined can not come close to giving us what oil gives us, meaning a drastic change of lifestyle is unavoidable.

Then talk about it. With your friends, family… you'll have to ruffle feathers, as this is something no one wants to hear. Truth through uncomfortable discussion is essential.
